Portfolio

Strategy, value and ROI: where the organisation decides what it invests in, and stops investing in.

01What it's for

The portfolio decides which bets the organisation makes. It funds Epics as hypotheses, decides to persevere, pivot or stop on evidence, and sets the guardrails within which the ARTs decide for themselves: investment mix, WIP limits and Lean Budgets.

It measures value and ROI where they happen, at the customer, and uses that evidence every quarter in the QBR.

02What it turns into on the old system

The portfolio becomes the project portfolio office with an annual budget cycle. Projects are funded once a year, pass approval gates and report status to a PMO. The ARTs receive projects instead of bets, and the portfolio discusses progress instead of outcomes.

03How you notice

  • Budgets are fixed once a year per project or department.
  • Portfolio meetings discuss status and budget burn, not outcomes.
  • Epics are rarely stopped; new ones are added on top.
  • Portfolio leaders ask teams to change but do not run a retrospective on their own way of working.

04How to make it work

Fund value streams and ARTs, not projects, and let the Epics compete for their capacity.

Write Epics as hypotheses with a leading indicator and decide on them at the QBR, on evidence.

Replace approval gates with guardrails. Decide at the portfolio only what cannot be decided lower down, and inspect the portfolio's own way of working every quarter.
